This article explores the impact of the shadow economy on the formation of the revenue side of Uzbekistan's state budget. It is noted that hidden economic flows significantly limit the effectiveness of tax administration, distort statistical data, and pose a threat to fiscal sustainability. Based on macroeconomic trends in 2024 and statistical estimates, the authors justify the need for a systemic approach to combating the informal sector as a key direction for increasing budget revenues and strengthening the financial independence of the regions.

The article provides a comprehensive analysis of systemic challenges and risk factors undermining the financial stability of insurance companies in the Republic of Uzbekistan. It explores institutional, market-based, and managerial determinants, including the limited diversification of insurance products, constrained access to reinsurance, insufficient financial literacy among the population, and fragmented coordination between regulatory authorities and private insurers. Particular attention is given to the development of an integrated risk management framework, the formation of a domestic reinsurance market, and the advancement of the legal and regulatory environment. The study offers strategic recommendations aimed at enhancing public trust in insurance institutions, improving corporate transparency, and establishing a stable regulatory infrastructure for the long-term resilience of Uzbekistan’s insurance industry.

It is known that starting from February 2022, foreign governments and international organizations have been applying a number of economic sanctions and restrictive measures against state-owned enterprises, individuals and financial organizations of the Russian Federation and the Republic of Belarus. In addition, within the framework of export control, restrictive measures are being strengthened in relation to goods and services that can help the military sector of the Russian Federation. The article examines the processes of responding to sanctions requirements in geopolitical situations.
