<p>This article explores the impact of the shadow economy on the formation of the revenue side of Uzbekistan's state budget. It is noted that hidden economic flows significantly limit the effectiveness of tax administration, distort statistical data, and pose a threat to fiscal sustainability. <p>The article provides a comprehensive analysis of systemic challenges and risk factors undermining the financial stability of insurance companies in the Republic of Uzbekistan. It explores institutional, market-based, and managerial determinants, including the limited diversification of insurance products, constrained access to reinsurance, insufficient financial literacy among the population, and fragmented coordination between regulatory authorities and private insurers. Particular attention is given to the development of an integrated risk management framework, the formation of a domestic reinsurance market, and the advancement of the legal and regulatory environment.
